Sourcing in China for the Gulf: Routes, Documents and Payment Terms

China Field Notes · by Daona · 15 min read

China to the Gulf is one of the busiest trade lanes in the world, and in 2026 one of the least predictable. The product and the supplier are still found in China; what has changed is the route, the freight bill and the risk sitting in your trade term. Price on terms that let you react, prepare the destination's documents before the goods sail, and pay in a way that matches how well you know the supplier.

A buyer in Dubai, Riyadh or Doha who sources from China deals with three sets of rules at once: China's export rules, the shipping market, and the destination's import and conformity rules. The trouble comes from the gaps between them — a quote built on a freight rate that no longer exists, a certificate the factory has never heard of, a deposit paid to a company that is not the one on the invoice.

This issue covers the port map and routing as of October 2026, trade terms, documents on both sides, China's export rules, payment terms and a landed-cost example. Supplier checks are in Issue 07; trade fairs in Issue 23.

1The port map: inside or outside the Strait

The key geographic fact this year is which side of the Strait of Hormuz (霍尔木兹海峡) your port sits on.

PortPosition
Jebel Ali, Khalifa (UAE); Dammam (Saudi east coast); Hamad (Qatar); Shuwaikh, Shuaiba (Kuwait); Khalifa Bin Salman (Bahrain)Inside the Strait
Khor Fakkan, Fujairah (UAE east coast); Sohar (Oman)Outside — Gulf of Oman
Salalah (Oman)Outside — Arabian Sea
Jeddah, King Abdullah Port (Saudi west coast)Outside — Red Sea
2The situation in October 2026

As reported up to 19 October 2026. It has changed several times this year and may change again.

The Strait of Hormuz

· Since 28 February 2026, after conflict involving Iran broke out, commercial traffic has been severely disrupted. Major container lines stopped transiting, suspended direct Upper Gulf calls including Jebel Ali, and discharged Gulf cargo at Khor Fakkan, Fujairah, Sohar and Salalah for onward feeder or truck.

· April to June: a ceasefire and periods of limited passage; in late June the US and Iran agreed to halt attacks and vessels transited more freely for a time.

· From mid-July: after renewed strikes, Iran again declared the Strait closed and the US reinstated its blockade of Iranian ports. Transits fell to a handful a day.

· October: reported attacks on merchant ships, including a container ship sunk on 16 October. PortWatch data cited by one tracker put transits on 11 October at about 2% of the pre-crisis 85 a day. Iran has published reopening conditions; no agreement had been announced as of 19 October.

The practical answer

Sources disagree on "closed" versus "severely restricted". For a buyer it is the same: do not assume direct container service to a port inside the Strait. Ask your forwarder what the carrier will accept, to which port, with which surcharges.

Alternatives that have been used

· UAE east coast and Oman gateways with trucking inland — reported congestion, longer dwell times and strained trucking, especially early on.

· GCC land routes — widely used; crossings into Saudi Arabia reported open but at times congested.

· Saudi Red Sea ports — Jeddah and King Abdullah Port. The Red Sea is still a risk area: Suez and Bab el-Mandeb container traffic was reported at roughly half of pre-crisis levels and recovering, but a Chinese-operated ship was fired upon off Yemen on 7 October, and shipping media reported a Houthi-announced blockade on Saudi Red Sea ports.

Freight rates

Published October 2026 figures disagreed widely: one forwarder guide showed 40-foot rates to Jebel Ali around US$5,000–7,000 and falling; a regional logistics article quoted US$8,000–9,000 all-in to Jebel Ali and over US$10,000 to Khor Fakkan. All-in rates now include war-risk, conflict and fuel surcharges. Take a written all-in quote with a validity date; never reuse last quarter's freight.

3Choosing the trade term

Incoterms 2020 (国际贸易术语解释通则2020) decide who books freight, who insures and where risk passes.

TermRisk passesFor a Gulf buyer now
FCA / FOB
Chinese port
In ChinaBuyer controls routing and sees real freight — our default in a volatile market
CFR / CIF
Gulf port
Still in ChinaConvenient, but the seller picks the route and transit risk is yours
DAP / DDP
Destination
At destinationRarely sensible on long contracts this year; fixed landed prices hide freight risk

· CIF is not "seller's risk". Risk passes at loading in China. Check that insurance covers war risks.

· Name the port precisely and agree who pays onward trucking and storage if the carrier discharges at Khor Fakkan or Sohar.

· Add a freight adjustment clause to any multi-shipment contract where the seller pays freight.

4The documents

From the Chinese side

· Commercial invoice (商业发票) and packing list (装箱单), consistent with each other, the contract and the destination's rules.

· Bill of lading (提单) — know whether it is a carrier's or a forwarder's house bill.

· Certificate of origin (原产地证书) — usually non-preferential, from China Customs (海关) or CCPIT (中国国际贸易促进委员会). As far as we can confirm, the China–GCC FTA had not been concluded as of October 2026.

· Export customs declaration (出口报关单) — also drives the exporter's VAT rebate.

United Arab Emirates

Under Cabinet Decision No. 38 of 2022 (from 1 February 2023), import invoices of AED 10,000 or more are attested by the Ministry of Foreign Affairs for AED 150 per invoice, paid by the importer; late payment is fined. Free-zone treatment is described differently by different sources — ask your clearing agent. Regulated products need ECAS certification (generally valid one year); EQM is a separate, largely voluntary mark.

Saudi Arabia

SASO's SABER platform: a Product Certificate (PCoC) for regulated products and a Shipment Certificate (SCoC) per consignment. From 1 October 2025 the shipment certificate is a prerequisite for customs declaration on all imports. Some checklists still list a legalised origin certificate and invoice; confirm the current list with the importer's broker.

GCC-wide

GSO technical regulations with the G-mark (海湾符合性标志) cover groups such as low-voltage electrical equipment and children's toys. Qatar, Kuwait, Bahrain and Oman run their own clearance systems too.

Rule of thumb: the importer of record and its customs broker own the destination checklist. Get it in writing before production and make it a contract requirement for the supplier.

5China's export side

Export controls. Most consumer and building products need no licence. The Export Control Law (出口管制法) and the Regulations on Export Control of Dual-Use Items (两用物项出口管制条例), in force since 1 December 2024, require Ministry of Commerce (商务部) licences for listed items — certain chemicals, materials, electronics, drones and parts, some critical minerals and technologies. Ask the supplier directly; one that cannot answer is a warning sign.

The VAT export rebate (出口退税). Exports are generally zero-rated; exporters recover input VAT at product-specific rates.

· It sits inside the price. Announced in January 2026: rebates for photovoltaic products ended from 1 April 2026; batteries fell from 9% to 6% for the rest of 2026, to be cancelled from 1 January 2027.

· It depends on a real export in the exporter's name. Requests to declare under another name, under-declare or split invoices are red flags.

6Payment terms and their risks
TermBuyer's riskFits
T/T 30/70Deposit at risk; balance often against B/L copy, before inspection unless agreedEstablished suppliers
T/T 100% advanceHighSamples, tiny orders
Letter of credit 信用证 (UCP 600)Bank pays on documents, not goods; require an inspection certificateNew suppliers, larger orders
D/P 付款交单 (URC 522)Lower; seller risks refusal at portTrusted relationships
Open accountLow; seller's risk highLong relationships, credit insurance

· Pay only to a company account in the supplier's own name. An emailed "new account" or a personal account is the classic fraud pattern; confirm by phone with a known contact.

· Tie the balance to a third-party pre-shipment inspection.

· Watch timelines: diversions lengthen transit; leave room in letter-of-credit expiry and latest shipment dates.

7An illustration: one container to Dubai

A UAE buyer orders aluminium hardware worth US$28,000 FOB Shanghai. The carrier will not call at Jebel Ali, so the box is discharged at Khor Fakkan and trucked to Dubai. Freight is an assumption within the October 2026 range, not a quote.

ItemCalculationUS$
Goods, FOB ShanghaiContract28,000.00
Freight all-in to Khor FakkanAssumed8,500.00
Insurance incl. war risk0.5% × 110% × 36,500200.75
CIF value28,000 + 8,500 + 200.7536,700.75
Trucking to DubaiAssumed600.00
UAE customs duty5% × 36,700.751,835.04
Invoice attestationAED 150 ÷ 3.672540.84
Landed cost before VATSum of the above39,176.63

Illustrative. 5% UAE import VAT is generally recoverable by a registered importer and is excluded; port storage, agent fees and demurrage would be added.

Freight is now about 30% of goods value (8,500 ÷ 28,000 = 30.4%), so a few weeks' rate movement can erase a margin. On T/T 30/70 the buyer pays US$8,400 with the order and US$19,600 against the B/L copy — ideally after an inspection report.

8Our view

Buy FOB or FCA where you can. Controlling the booking shows you the real cost and the route.

No long fixed landed prices this year. If the supplier insists on CIF or DDP, add a surcharge adjustment clause and a named alternative port.

Get the destination checklist first. The importer's broker writes it; the supplier performs it.

Insure for war risk — check the policy, not the assumption.

Re-check the route before each shipment. The Strait has opened and closed more than once in 2026.

Verify before you pay: Issue 07 checks, the supplier's own company account, inspection before the balance.

Use the right professionals. Daona works on Gulf and Central Asia projects and coordinates supplier matching, verification and introductions to forwarders, inspection companies and customs brokers. We are not a bank, a freight forwarder or a law firm. Freight, inspection, certification, legalisation and government fees are settled by the client directly at cost.

9Common misconceptions

"CIF means the supplier carries the risk." Risk passes at loading in China.

"Jebel Ali is always the destination." Not at present. Agree the alternative and who pays the onward leg.

"The factory knows what Saudi customs need." Many do not. Make SABER a contract item.

"A certificate of origin gives lower duty." Without a concluded China–GCC FTA, generally not.

"A letter of credit guarantees good goods." It pays against documents. Make inspection one of them.

"The cheaper quote is better." Check for old freight, a cut rebate or a doubtful declaration.
